recently, in order to accelerate the prevention and control of volatile organic compounds (VOCs) pollution and effectively improve the quality of the atmospheric environment, Hubei Province has formulated and implemented the three-year action implementation plan for the prevention and control of volatile organic compounds pollution to transfer heat from high-temperature objects to low-temperature objects (hereinafter referred to as the "plan"). According to the plan, by 2020, based on the national planning base of 987000 tons in 2015, the total emission of VOCs from active sources in Hubei Province will be reduced by 10%, and the emission reduction of key projects will reach 99000 tons. We will comprehensively complete the remediation of VOCs Pollution in key industries and regions in the province, and establish and improve the VOCs Pollution Prevention and control management system with improving ambient air quality as the core
in combination with the contribution of industrial emissions, the plan focuses on promoting the prevention and control of VOCs Pollution in petrochemical, chemical, industrial coating, packaging and printing, medicine, electronic information, rubber and plastic products, printing and dyeing, coking and other industrial industries, as well as transportation sources, living sources, agricultural sources, and a number of key projects. The specific implementation is divided into three stages, and the objectives of each stage are as follows: the first stage: 2018 is the start-up implementation stage; The second stage: 2019 is the deepening implementation stage; The third stage: 2020 is the consolidation and strengthening stage

strengthen the adjustment of industrial structure
accelerate the comprehensive renovation of "scattered and dirty" enterprises. All localities should comprehensively carry out the screening of "scattered pollution" enterprises involving VOCs emissions, establish management accounts, and implement classified disposal. Wuhan and its surrounding areas should complete the clean-up and rectification work in accordance with the law and regulations by the end of 2018. The "scattered pollution" enterprises involved in VOCs emissions are mainly chemical enterprises such as paint, ink, synthetic leather, rubber products, plastic products, chemical fiber production, printing, furniture, steel structure, wood-based panel, injection molding and other manufacturing and processing enterprises using solvent based paint, ink, adhesive and other organic solvents, as well as outdoor spraying automobile maintenance operations
strict environmental access for construction projects. We will raise the environmental protection access threshold for key VOCs emission industries and strictly control the emission of new pollutants. Key areas should strictly restrict construction projects with high VOCs emissions, such as petrochemical, chemical, packaging and printing, industrial coating, etc. New and relocated enterprises with large VOCs emissions should enter the industrial park and meet the planning requirements. All new, modified and expanded construction projects will implement the equivalent or multiple reduction and substitution of VOCs emissions, and implement the substitution scheme into the enterprise emission permit and incorporate it into the environmental law enforcement management. New, reconstruction and expansion projects involving VOCs emissions should strengthen control from the source, use raw and auxiliary materials with low (no) VOCs content, strengthen the collection and treatment measures of VOCs fugitive emissions, and install efficient treatment facilities

accelerate the implementation of VOCs Pollution Prevention and control from industrial sources
accelerate the comprehensive treatment of VOCs in the chemical industry. We will strengthen the control of VOCs in pharmaceutical, pesticide, coal chemical industry (including modern coal chemical industry, synthetic ammonia, etc.), coatings, inks, adhesives, dyes, household chemicals and other chemical industries. In 2018, the LDAR work will be gradually promoted in the pharmaceutical, pesticide, coating, ink, adhesive, dye and other industries. In 2019, the LDAR will be fully implemented in the modern coal chemical, pharmaceutical, pesticide and other industries in key regions
strengthen the control of VOCs in industrial coating. Comprehensively promote the VOCs emission control of industrial coating in automobile, wood furniture, shipbuilding, engineering machinery, steel structure, coil and other manufacturing industries, promote the use of green raw and auxiliary materials with low (no) VOCs content, and complete the collection and treatment of organic waste gas in the industrial coating industry in the province by the end of 2019, and basically complete it in key areas by the end of 2018
(1) automobile manufacturing industry. The new film blowing machine produced by promoting VOCs emission control in the fields of vehicle manufacturing, modified automobile manufacturing, automobile parts manufacturing and so on meets the diversified needs of the market. Promote the use of high solid and water-based coatings, and use "three coating and one drying", "two coating and one drying" or no intermediate coating and other compact coating processes; Promote high-efficiency coating processes such as electrostatic spraying, and encourage enterprises to adopt automatic and intelligent spraying equipment to replace manual spraying. Equipped with a closed collection system, the organic waste gas collection rate of vehicle manufacturing enterprises is not less than 90%, and that of other automobile manufacturing enterprises is not less than 80%; Build efficient treatment facilities such as adsorption combustion for paint waste gas and combustion treatment facilities for drying waste gas to achieve emission standards
(2) wood furniture manufacturing industry. Vigorously promote the use of waterborne and UV curable coatings, and by the end of 2020, the replacement proportion will reach more than 60%; Fully use water-based adhesives, and the replacement proportion will reach 100% by the end of 2020. In the manufacturing field of flat panel wooden furniture, the use of advanced technology such as automatic spraying or roller coating is promoted. Strengthen the collection and treatment of waste gas, and the collection efficiency of organic waste gas shall not be less than 80%; Build efficient treatment facilities such as adsorption combustion to achieve up to standard emissions
(3) shipbuilding industry. Promote the use of high solid paint, and promote the use of water-based paint inside the engine room and Shangjian. Optimize the coating process and advance the coating process to the stage of sectional coating. By the end of 2020, more than 60% of the coating operations will realize closed spraying construction; Promote the use of high-pressure airless spraying, electrostatic spraying and other high-efficiency coating technologies. Strengthen the collection and treatment of workshop waste gas, the collection rate of organic waste gas is not less than 80%, and build efficient treatment facilities such as adsorption combustion to achieve standard emissions
(4) construction machinery manufacturing industry. Promote the use of high solid and powder coatings, and the use proportion will reach more than 30% by the end of 2020; Pilot implementation of water-based coatings. Actively adopt advanced coating technologies such as automatic spraying and electrostatic spraying. Strengthen the collection and treatment of organic waste gas, with the collection rate of organic waste gas not less than 80%, and build efficient treatment facilities such as adsorption combustion to achieve up to standard emissions
(5) steel structure manufacturing industry. Vigorously promote the use of high solid coatings, and by the end of 2020, the proportion of use will reach more than 50%; Pilot implementation of water-based coatings. Vigorously promote high-pressure airless spraying, air assisted airless spraying, thermal spraying and other coating technologies, and restrict the use of air spraying. Phase out open-air spraying of steel structures, promote steel structure manufacturing enterprises to work in workshops, and build waste gas collection and treatment facilities
(6) coiled material manufacturing industry. Fully promote the use of automatic roller coating technology; Strengthen the collection of baking waste gas, with the collection rate of organic waste gas reaching more than 90%, and build supporting combustion and other treatment facilities to achieve emission standards
further promote the comprehensive management of VOCs in the electronic information industry. Focus on strengthening VOCs emission control in solvent cleaning, lithography, gluing, coating, hot pressing and other processes
strengthen source control. The production of surface coating and painting of electronic terminal products is replaced by the traditional air painting process with electrostatic painting process, and the painting processes with higher efficiency such as electrostatic spraying, drenching, roller coating and dip coating are promoted. The paint with high volatile organic content is gradually eliminated, and the paint without organic solvent or with low content of organic solvent is used. By the end of 2019, we will complete the collection and treatment of easily worn organic waste gases in the electronic information industry. The process equipment that produces VOCs in the batching and loading room and oven in the gluing, coating and hot pressing processes shall be equipped with closed collection measures, and the collection efficiency of organic waste gas shall not be less than 80%. Efficient treatment facilities such as adsorption recovery and adsorption combustion should be built for solvent based coating organic waste gas, and multi-stage spray absorption facilities can be built for water-soluble organic waste gas to achieve stable and up to standard emission
promote the comprehensive treatment of VOCs in other industrial industries according to local conditions. All regions should choose other industries to carry out VOCs governance according to local conditions in combination with the characteristics of local industrial structure and the focus of VOCs governance. The wood processing industry should focus on strengthening drying, and pay special attention to the treatment of VOCs emission in the process of drying, gluing and hot pressing of tiling-/trim-in-place technology used to produce cup products. The synthetic leather industry should focus on strengthening VOCs emission control during drying, printing and spraying. The coking industry should focus on strengthening VOCs emission control in the recovery process

in order to effectively improve the ambient air quality, the province should not only complete the task of VOCs emission reduction in key industries, but also strengthen the treatment of VOCs from living sources such as building decoration, automobile repair, dry cleaning, catering and agricultural and rural sources
1. Building decoration industry. Promote the use of building coatings, wood coatings, adhesives and other products that meet environmental requirements. In accordance with the requirements of the limit of harmful substances in interior decoration materials, strictly control the market access of decoration materials and phase out solvent based coatings and adhesives. Improve the decoration standard contract, add environmental protection clauses, and cultivate and support green decoration enterprises. Encourage decoration supervision and indoor air quality inspection and acceptance after decoration
2. Auto repair industry. Vigorously promote the use of water-based, high solid coatings. Promote the use of electrostatic spraying and other coating processes with high coating efficiency. By the end of 2019, the comprehensive renovation of the automobile repair industry will be basically completed in key areas and fully completed in other areas by the end of 2020. The process operations such as painting, leveling and drying should be carried out in the paint spraying and baking room. The spray gun using solvent based paint should be sealed and cleaned, and the VOCs waste gas generated should be collected and introduced into the treatment facilities to achieve emission standards
