From February 1, consumption tax will be levied on coatings, and the applicable tax rate will be 4% in production, entrusted processing and import. Consumption tax is exempted for coatings with volatile organic compounds (VOC) content less than 420 g/L (including) under construction. Industry insiders said in an interview that this move will accelerate the greening process of the coating industry. insiders said that the requirement of VOC content not higher than 420 g/L under construction was relatively loose, and the industrial upgrading had already begun because the Ministry of environmental protection and China paint industry association had conducted several rounds of discussions on this matter before. Liu Xin, technical manager of Jotun coatings (Zhangjiagang) Co., Ltd., said that when the stress reaches a value, the current technical level of the industry can fully meet this requirement, but some small coating enterprises are unwilling to invest money and energy to upgrade their products and reduce VOC emissions. Small and medium-sized enterprises must eliminate backward products, such as accelerating the upgrading when the display is chaotic. Long Ping, deputy general manager of Jiabaoli Chemical Group Co., Ltd., who has been involved in the water-based coating industry for more than ten years, said: "the whole coating market will face a reshuffle after the imposition of consumption tax. Most legally produced products can meet the standard. Some enterprises with incomplete qualifications may face greater challenges."

The foothold of environmental protection upgrading in the coating industry should be placed in the whole supply and service chain. Hua dongshuan, a senior engineer of Hebei Chenyang industry and Trade Group Co., Ltd., who has been committed to the R & D and production of water-based coatings, believes: "The addition of some solvents in the coating process may increase the VOC emission of coatings. The index of 420 g/L is relatively loose for solvent based coatings, and many solvent based coatings can meet the requirements. The solid content of solvent based coatings is generally 20% - 30%, and 420 g/L is equivalent to about 40% solid content. With the current technical level, it is completely possible to produce solvent based coatings with high solid content. However, 20% or even 5% should be added in the coating process 0% solvent, VOC emissions may exceed 420 g/L. "
