The new deal of consumption tax speeds up the green process of coatings
the Ministry of Finance and the State Administration of Taxation issued the notice on Levying consumption tax on batteries and coatings on January 26. From February 1, consumption tax will be levied on coatings, and the applicable tax rate will be 4% in production, entrusted processing and import. Consumption tax is exempted for coatings with volatile organic compounds (VOC) content less than 420 g/L (including) under construction. Industry insiders said in an interview that this move will accelerate the greening process of the coating industry. At present, many enterprises have taken low VOC as the direction of product upgrading. In contrast, the environmental protection upgrading of the coating process is more critical
insiders said that the requirement of VOC content not higher than 420 g/L under construction was relatively loose, and the industrial upgrading had already begun because the Ministry of environmental protection and China paint industry association had conducted several rounds of discussions on this matter before. Liu Xin, technical manager of Jotun coatings (Zhangjiagang) Co., Ltd., said that when the stress reaches a value, the current technical level of the industry can fully meet this requirement, but some small coating enterprises are unwilling to invest money and energy to upgrade their products and reduce VOC emissions. Small and medium-sized enterprises must eliminate backward products, such as accelerating the upgrading when the display is chaotic. Some small businesses that have not been prepared before may be caught off guard
Long Ping, deputy general manager of Jiabaoli Chemical Group Co., Ltd., who has been involved in the water-based coating industry for more than ten years, said: "the whole coating market will face a reshuffle after the imposition of consumption tax. Most legally produced products can meet the standard. Some enterprises with incomplete qualifications may face greater challenges."
as the saying goes, paint three times, paint seven times. For reducing environmental impact and protecting consumer health, environmental protection in the coating process is more critical. The foothold of environmental protection upgrading in the coating industry should be placed in the whole supply and service chain. Hua dongshuan, a senior engineer of Hebei Chenyang industry and Trade Group Co., Ltd., who has been committed to the R & D and production of water-based coatings, believes: "The addition of some solvents in the coating process may increase the VOC emission of coatings. The index of 420 g/L is relatively loose for solvent based coatings, and many solvent based coatings can meet the requirements. The solid content of solvent based coatings is generally 20% - 30%, and 420 g/L is equivalent to about 40% solid content. With the current technical level, it is completely possible to produce solvent based coatings with high solid content. However, 20% or even 5% should be added in the coating process 0% solvent, VOC emissions may exceed 420 g/L. "
Long Ping also pointed out that the new consumption tax deal focuses on VOC emissions in the painting sector, which requires not only environmental protection of paint products themselves, but also environmental protection of the entire production and supply chain, including construction
It is absolutely necessary for designers and engineers to understand the following points:it is understood that the VOC content of solvent based coatings used in different industries varies greatly. For example, in anti-corrosion coatings, traditional chlorinated rubber coatings, vinyl resin coatings, high chlorinated polyethylene coatings, alkyd resin coatings and other VOC are relatively high, and some are difficult to reduce
insiders also said that the consumption tax of 4% is not a small amount. Consumers may feel that the price of some paint products is high, which will affect the competitiveness of products with high VOC content
industry perspective
Liu Xin, technical manager of Jotun coatings (Zhangjiagang) Co., Ltd.: the main purpose of introducing the new policy of coating consumption tax is to promote the application of low VOC coatings. However, the VOC content of some water-based coatings on the market is not low, so water-based coatings are not necessarily environmentally friendly. High solid content coatings, water-based UV curing coatings, powder coatings and so on are all the transformation directions of the coating industry
liudengliang, director of the expert committee of China Coating Industry Association: different coating processes, environmental conditions vary greatly, and there are many types of coatings, so water-based coatings can not meet all user requirements and can not completely replace solvent based coatings. Therefore, water-based coatings are not the only upgrading direction, and all high solid content coatings have potential
look forward to the implementation rules
Yang Xian, chairman of China Waterborne Wood Coatings Technology Alliance: the introduction of the consumption tax policy will promote the upgrading of the industry "oil to water", but the VOC content under construction is less than 420 g/L, which is not easy to define. Does this mean factory testing or peripheral testing? And sometimes the construction environmental conditions are inconsistent. Since the rise of the concept of sharing bicycles in 2015, it can be more than 420 g/L in the morning and less than 420 g/L in the afternoon. However, the introduction of policies can provide a guide for the transformation of the industry
Hua dongshuan, senior engineer of Hebei Chenyang industry and Trade Group Co., Ltd.: the introduction of consumption tax is good for water-based coatings, but the implementation rules have not been introduced yet. How to prove that our water-based coatings are not within the scope of Taxation, and whether to pass the certification of testing institutions, we still need to wait for the country to issue further implementation rules
